Sourcing Manager, Projects 
York, PA

 

 

Reporting to the Manager of Purchasing - NPM North America, you will work in collaboration with Site Admin. Managers, Site Field Engineers, Project Managers, Site Coordinators, Category Managers and Buyers. This role will be responsible for managing the various aspects of sourcing indirect goods and services from external suppliers located across Canada, but as required, also the US.

•    Identify and source from a supply base of current and/or new suppliers based on the project requirements, specifications, flow down requirements and purchasing strategy / business targets.
•    Analyze and support the establishment of supply agreements with targeted suppliers.
•    Optimizes total cost - price/quality/speed/ongoing risks (issue tenders, analyze, select, negotiate).  
•    Lead competitive RFQ/RFP/Quote requests concerning cost, payment terms, terms and conditions, service levels, repair and maintenance, delivery dates, incoterms, and anything else required in scope of RFQ/RFP/Quote request.
•    Actively participates and supports the implementation of the material group (category) strategy and teams. Implements but also influences the regional strategy with the supply base feedback (re: savings programs, supplier performance, project funnel, etc.). 
•    Negotiate and support the proper set-up of ongoing and new purchase orders.
•    Monitor and ensure that the specifications in the order are complied with.
•    Active participant in project meetings and accountable for purchasing deliverables are accomplished with suppliers in support of active projects.
•    Be the official communication link between Voith project team and the supplier in terms of project related contractual documentation (tender, order, drawings, changes, additional scope of work, and if required; invoice approval, charge-back accounting, and penalties).   
•    Keep the other members of the project, field services and purchasing teams informed of any shortfalls with respect to terms and conditions of the purchase order and/or execution of work that may impact quality, cost, or delivery date. 
•    Participate in discussions on problem-solving, product improvement and/or present or future production costs.
•    Coordinate, if necessary, Voith internal support teams to assist the supplier prior to and after commissioning (as required). 
•    Ensure that the goods and services are on-time by ensuring that all quality documentation is available.
•    As needed, help make everyday purchases of parts and services requested in line with professional practices.
•    Monitor and follow-up with suppliers to ensure compliance with the contracted agreements, and order terms and conditions. 

 

Experience & Qualifications

•    Minimum 5 to 10 years experience of strategic supply management (sourcing / negotiations, project management, planning). eSourcing / eCatalogue experience.
•    Experience with T&M (time and materials) services suppliers in the engineer to order, construction, or hydro electric industries is preferred and an advantage.
•    Good communication, interpersonal and leadership skills.
•    Capable of working as part of a team and directing and/or coordinating meetings, as needed, related to supply problems.
•    Ability to read and discuss drawings and estimates is important.
•    Strong organization and analytical skills are required
•    Ability to get results in an environment that requires strong follow-up skills and collaboration.
•    Available to travel outside the country. Travel is expected to be <10% of the time.
•    Hydro and/or Turbo industry experience is a plus.


Education
•    Bachelor’s degree in Supply Chain Management, Business Administration, Engineering or equivalent.


Language
•    Bilingual in French/English preferred
