Summary

 

The Logistics Manager is responsible for developing and implementing logistics strategies, as well as overseeing activities related to freight, duty, trade compliance, and other aspects of quality, cost, and delivery to meet business requirements.

The Logistics Manager is also responsible for overseeing all import and export compliance activities for the United States, while also supporting related matters in Canada and Mexico. This role ensures adherence to U.S. and international trade laws and regulations, including those governed by U.S. Customs and Border Protection and related agencies.

This role requires a strong focus on meticulous documentation, record-keeping, and the development and implementation of robust compliance processes to mitigate risks and optimize supply chain efficiency.

 

Responsibilities

 

  • Oversee daily logistics functions, including freight management and delivery to warehouses, ensuring efficient movement of goods.
  • Develop and optimize U.S. domestic and international trade lanes for predictability, cost-efficiency, and regulatory compliance.
  • Strengthening partnerships with carriers, freight forwarders, and logistics providers, negotiating contracts to enhance service and cost performance.
  • Monitor logistics performance, including 3PL and 4PL partners, to ensure timely delivery while driving continuous improvements.
  • Evaluate existing logistics processes to uncover inefficiencies and enhance cost-effectiveness, quality, and delivery timelines.
  • Develop and manage key performance indicators (KPIs) to assess logistics operations and deliver comprehensive reports.
  • Coordinate with manufacturing, customer service, and supply chain departments to align logistics objectives with business goals.
  • Ensure compliance with all import and export regulations, including ITAR, EAR, and Customs laws.
  • Monitor changes in trade control regulations and assess their impact, establishing and maintaining regulatory policies, procedures, and internal controls.
  • Lead and enhance the global trade compliance program, managing import/export licensing requirements and documentation.
  • Develop, implement, and maintain systematic and auditable record-keeping procedures for all import, export, and logistics transactions in accordance with U.S. and international trade regulations.
  • Ensure all required documentation is accurately prepared, retained, and readily accessible for required retention periods.
  • Manage and optimize electronic and physical documentation archives to support efficient retrieval for audits, inquiries, and internal analysis.
  • Manage the application and maintenance of all necessary export and import licenses, permits, and other authorizations, ensuring that supporting documentation is complete and accurate.
  • Ensure proper classification of goods and country of origin determinations are accurately documented and maintained within company systems.
  • Develop, implement, and maintain the company's Trade Compliance Manual, policies, and standard operating procedures (SOPs), ensuring they are current, comprehensive, and reflect all applicable regulatory changes.
  • Document internal self-assessments and audit findings, including corrective actions and process improvements related to trade compliance.
  • Maintain records of all trade compliance training conducted for employees and stakeholders.
  • Manage relationships with customs brokers, freight forwarders, and other third-party logistics providers, ensuring their documentation practices align with company and regulatory requirements.
  • Review and audit third-party documentation for accuracy and compliance.
  • Maintain documentation of service level agreements (SLAs) and performance metrics for all logistics and trade compliance vendors.
  • Serve as a primary point of contact for internal and external audits related to import/export activities and trade compliance.
  • Prepare and provide all requested documentation to auditors and government agencies in a timely and organized manner.
  • Document audit findings, responses, and implementation of corrective actions.
  • Identify and implement best practices for documentation management to enhance efficiency, accuracy, and compliance. Leverage technology to automate and streamline documentation processes where possible.
  • Proactively identify and assess documentation-related risks, developing mitigation strategies to prevent penalties and disruptions.

  • Knowledge of international trade documentation, INCOTERMS, HTS, and ECCN classifications.
  • Experience in administering drawback programs and conducting compliance audits.
  • Onsite work availability (4+ days) in York, PA.
  • Experience with Mexican & Canadian customs regulations is a plus.
  • Exceptional attention to detail and accuracy in documentation.
  • Strong organizational and analytical skills with the ability to manage large volumes of data and documents.

 

Qualifications

 

  • Bachelor’s degree in supply chain management or a related field, or equivalent experience of 7-10 years of direct supply chain experience in Heavy Industry, Rail, or similar sectors.
  • At least 4+ years of progressive experience in import/export trade compliance.
  • Hands-on experience with HTS classification and jurisdictional determinations.
  • Demonstrated knowledge of U.S. export control regulations (EAR, ITAR) and import regulations (CBP, FTR).
  • Proficiency in ACE, SNAP-R, DECCS, and other trade compliance systems.
  • Advanced Excel skills.
  • Licensed Customs Broker certification preferred, or willingness to obtain.
  • Strong understanding of logistics, expediting, risk mitigation, and market analysis.
  • Familiarity with supply chain processes and integrated logistics concepts.
  • Strong communication skills for engaging stakeholders.
  • Proficiency in SAP, Navision, and Microsoft Office.
  • Proven experience in managing complex documentation systems within a logistics and trade compliance environment.
  • Experience with Global Trade Management (GTM) software and/or ERP systems (e.g., SAP GTS) for documentation and record-keeping.
