Summary:

 

The HSE Manager of Manufacturing & Sustainability is responsible for the implementation, execution, and continuous improvement of the Health, Safety & Environmental (HSE) Management System and Sustainability Program within Voith Hydro York Manufacturing, York Warehouse and York Hydraulic Laboratory operations.

This role ensures compliance with all federal, state, and local environmental regulations, drives proactive risk mitigation, and integrates sustainability principles into manufacturing processes. The position requires strong leadership, technical expertise, and the ability to influence a multidisciplinary workforce to maintain a safe, compliant, and environmentally responsible workplace.

 

Responsibilities:

Health, Safety & Environmental Leadership

  • Develop, implement, and maintain HSE programs, policies, and procedures aligned with regulatory requirements (OSHA, EPA, and corporate standards).
  • Lead incident investigations, root cause analysis, and corrective action tracking.
  • Conduct audits, inspections, and risk assessments to identify hazards and ensure compliance.
  • Drive continuous improvement initiatives to reduce workplace risks and improve HSE performance.

Manufacturing & Facility Support

  • Partner with engineering and operations to integrate safety into equipment design, fabrication, and manufacturing processes.
  • Support high-risk manufacturing operations (e.g., electrical, fabrication, lifting/rigging, and material handling).
  • Maintain HSE documentation, procedures, and records for manufacturing operations.

Environmental Compliance & Regulatory Management

  • Ensure compliance with environmental regulations and reporting requirements, including:
    • Air permits, EPCRA Tier II, Toxic Release Inventory (TRI), NPDES stormwater
    • RCRA hazardous waste reporting and waste stream management
  • Oversee hazardous and non-hazardous waste management, including proper handling, storage, labeling, and disposal.
  • Manage environmental monitoring programs such as industrial hygiene sampling and reporting.

Sustainability & ESG Strategy

  • Develop and implement sustainability initiatives focused on reducing:
    • Energy consumption
    • Waste generation
    • Water use
    • Carbon emissions
  • Establish measurable ESG goals and track performance against internal and regulatory benchmarks.
  • Promote environmentally responsible practices across manufacturing operations (Reduce, Reuse, Recycle).

Training & Culture Development

  • Deliver HSE training programs and promote a culture of safety accountability.
  • Coach leaders, supervisors, and employees on safe work practices and environmental stewardship.
  • Lead behavior-based safety initiatives and continuous improvement efforts.

Emergency Preparedness & Risk Management

  • Develop and maintain emergency response and environmental protection plans.
  • Ensure readiness for environmental incidents, spills, and regulatory inspections.

 

Requirements:

Education & Certifications

  • Bachelor’s degree in Environmental Science, Occupational Safety, Engineering, or related field
  • Professional certifications preferred (e.g., CSP, CIH, CHMM)

Experience

  • Minimum 5–10 years of HSE experience in construction, manufacturing and/or industrial environments
  • Demonstrated experience managing environmental compliance programs and regulatory reporting
  • Experience implementing HSE management systems and sustainability programs

 

Technical Knowledge

Strong understanding of:

  • OSHA regulations
  • EPA / environmental regulatory frameworks
  • Hazardous waste management and RCRA requirements
  • Environmental reporting (TRI, EPCRA, NPDES)

Familiarity with ISO 14001, 45001 or environmental management systems

 

Leadership & Competencies

Strong leadership and communication skills with the ability to influence across all levels

Proven ability to drive cultural change and continuous improvement

Strong analytical and problem-solving skills

Ability to manage multiple priorities in a fast-paced manufacturing environment
