Regional HSE Manager-West Coast 
Springfield, OR 
 

Summary Statement:

The Regional Expert, of Health, Safety & Environment (HSE) is responsible for identifying, controlling and eliminating HSE issues for all regional locations that may pose a threat to workers, environment or communities. This individual is responsible for design, development, implementation and promotion of a safe, accident free and healthy work environment. The Regional Expert, HSE consults with the NA HSE team, Operations Management, and Field Operations to formulate safety policies and procedures, leads investigations of incidents/accidents and oversees the HSE auditing program for the detection and elimination of existing or potential accident/health hazards for all field site locations current and future.

 

Primary Responsibilities:

  • Work with management in the region to ensure the organizations HSE compliance.
  • Design and implement HSE programs.
  • Manage HSE at multiple facilities around the region.
  • Conduct site and facility inspections and audits.
  • Facilitate regulatory visits by internal and external entities, as required.
  • Manage emergency response incidents.
  • Implement corrective actions.
  • Conduct or lead training in applicable HSE areas.
  • Evaluate programs, issue recommendations, and implement change.
  • Interact with Sr. Management as necessary.
  • Liaise with Client HSE representatives, First line management, and Supervisors.
  • Support corporate HSE activities.
  • Manage Workers’ Compensation Claims and Return to Work programs.
  • Active participation in HSE committees within the supported locations

 

Additional Regional Responsibilities: Based on operating needs

  • Offer to Order (OTO) – Review Bid Specifications, HSE legal requirements, questionnaires, training quotes, HSE staffing needs, etc.
  • Order to Completion (OTC) – Hire Contract HSE staff, train site management, manage site required HSE training, develop plans, manage pre-mobilization environmental sampling (asbestos/lead), develop JSA’s, sub-contractor evaluations, coordinate pre-employment physicals, etc.
  • Mobilization – Train HSE Officer, review sub-contractor programs, attend client meetings, site audits, incident claims management, etc.
  • Central contact for internal and external bodies in health and safety matters (authorities, insurance companies, clients etc. in the Western Region) 

 

Special Knowledge or Skills:

  • Strong computer, written, oral interpersonal communication skills
  • Excellent safety and health track record in programs and processes.
  • Experience in training and education
  • Basic chemistry knowledge for SDS requirements and interpretation
  • The ability to work effectively in a union/site environment
  • Ability to work independently and capable of forming strong working relationships/partnerships with Site Leadership teams, clients and hourly work force

 

Prior Experience:

  • 5 - Years of progressive relevant HSE experience.  Construction and Manufacturing experience ideal

 

Education:

  • B.S. in Health & Safety or equivalent of education, professional certifications and experience. Health and Safety Engineering degree preferred

 

Other Qualifications or Requirements:

  • A thorough knowledge of applicable government regulations, safety compliance, and industrial hygiene.
  • Business acumen, strong analytical skills, strategic thinking abilities, and an understanding of organizational behavior.
  • Communication skills and the ability to influence others.
  • The ability to work as a member of a team.

 

Travel Expectations:

  • This position requires travel up to 60%-70%. At times there may be a need to have the Regional  HSE expert on site for days to conduct training and assist the Site Leadership team in setting up all required HSE plans.
