Job summary

On Shore Commercial Manager is responsible for i) supporting Local Project Director and Project Commercial Manager in administrating risky and high-value contracts and subcontracts in accordance with company policies and procedures and, ii) supporting Project Commercial Manager and Finance Manager on tax/accounting/legal compliance of site office and branch if applicable; iii) supporting Site Manager on the daily operation of site office and branch if applicable.

 

The On Shore Commercial Manager also in coordination with the Subcontractor Manager and Claim Manager will play an important role regarding claim management towards Contractor and the subcontractors of Voith.  

The On Shore Commercial Manager will be located in Cooma being required to join meetings at site in accordance to the project needs. They will be an onshore project team reporting to Local Project Director who is also based in Cooma and in a matrix reporting line they will also report to Project Commercial Manager from head quarter.

 

The external relationships will include, but not limited to: Local Project Director, Site Manager, Project Commercial Manager, Project Manager, Customer, Construction/Installation Subcontractor

 

 

Supervises

Supervise Subcontractor Manager and Subcontractor Claim Manager on shore though a direct reporting line.

 

Key Responsibilities

 

Site Office Operation:

 

  • Support Local Project Director and Site Manager on daily communication with customer, customer’s Project Manager, subcontractor and local staff at jobsite in a foreign country.
  • Prepare site expense & cash report and collect all documents for monthly bookkeeping of site Office and Branch if applicable.
  • If required, coordinate with the accounting firm relating the financial statements and tax return.
  • Manage the bank account of site Branch Office and fulfill the bank transactions according to company policies and regulations in respect of Limits of Authority, Voith Code of Conduct, Cash and Bank Account Management and authority to use the stamps of Branch Office at the country of project site.

 

Contract Management:

 

  • A good level of understanding of contracts in order to prepare correspondences and identify project commercial issues and risks benefiting fulfillment of both main contract and sub-contracts.
  • At request of Project Commercial Manager at head office, assisting in smoothing customer’s payment formality.
  • Support claim management per main contract towards Contractor and/or sub-contracts and collect/document all possible evidence with supporting by the site team.
  • Provide on-site advice on commercial /contractual issues and legal compliance matters.
  • Support subcontracting (procurement) process for large erection packages from a technical and contractual perspective (i.e., from creation of relevant request for quotation (RfQ) documents, identification of key providers, assessment and comparison of quotations, negotiations up to contract signature)
  • Proactively setting up Claim Management mechanism including timely notification, claim procedure, document control, rules of substantiation, etc.;
  • Preparing the specific claims to/from the customer and the subcontractors including the substantiation documents collected from project site and subcontractors
  • Preparing monthly review of project related claims and maintenance.
  • Contract analysis and advice to the PTM at request.
  • Prepare the correspondences involving the critical claims or serving as early dispute resolution.
  • Risk or opportunity early identification.
  • Proactively setting up Change Management mechanism, including change order procedure and guidance to the project team on the change proposal.
  • Support Commercial Manager on back-2-back subcontract conditions.
  • If required, preparing payment collection documents and obtaining the certificate of payment from customer/consultant.
  • Coordinate change management process and manage claims with the subcontractors.
  • Approve timesheets, progress, and invoicing monitoring performance of subcontractor / productivity (considering local conditions including IR).
  • Manage weekly meetings with subcontractors (progress, performance, risks and opportunities, contractual issue review, invoicing, etc.) and issue minutes of meeting and drive agreed actions.
  • Obtain and maintain all relevant documentation as per the contract.

 

Education:

  • Contractual and commercial education and/or experience
  • Engineering degree (Civil or Mechanical)
  • Project Management degree (MBA, P. Eng. or similar)

 

Skills

  • High level of experience in large Electrical & Mechanical erection packages in the field of large construction projects
  • Experience in Australian in Commercial Management is desirable
  • Experience in Construction and/or Electrical & Mechanical is required
  • Previous demonstrated experience in commercial management
  • Knowledge of general business practices, basic contract principles and subcontracting practices
  • Sound contract knowledge and demonstrated experience in change order management
  • Being customer and people oriented, accountable and solution driven
  • Collaborative and team player with strong leadership, coordination, and project management skills
  • Highly developed written and verbal communication skills in English; due to the international team set-up additional languages are beneficial
  • Able to clearly articulate the issue with high complexity and effectively communicate with all levels of the On Shore and site organization including contraction / installation company

 

 

Project Information:

Snowy 2.0 is the next generation of the iconic Snowy Mountains Hydroelectric Scheme, and construction of this major pumped-hydro project is well underway. Once complete, the Scheme will provide 2000 megawatts of dispatchable, on-demand renewable power and approximately 350,000 megawatt hours of large-scale energy storage to the Australian National Electricity Market. Voith is the awarded Sub Contractor. The above role is in connection to this project.
