Summary:
The HSE Supervisor – Construction & Commissioning is responsible for the field-level execution, monitoring, and enforcement of HSE programs across construction and commissioning activities.
This role supports the HSE Manager – Construction & Commissioning by ensuring compliance with regulatory requirements, client standards, and Voith Hydro’s HSE Management System, while actively promoting a strong safety culture across project sites. The position requires a strong field presence, technical competence, and the ability to engage with supervisors, contractors, and project teams to drive safe and environmentally responsible operations.
Responsibilities:
Field HSE Program Execution
- Support implementation of site-specific HSE plans, including:
- Site Safety Management Plans (SSMPs)
- Job Safety Analyses (JSAs)
- Emergency Response Plans
- Environmental Protection Plans
- Ensure consistent application of HSE requirements across all phases:
- Pre-mobilization and Planning
- Mobilization
- Construction / commissioning
- Demobilization
Site Safety Oversight & Risk Management
- Conduct routine field inspections, audits, and risk assessments to ensure safe work practices.
- Support high-risk operations including:
- Hazardous Material and Waste Management
- Lifting and rigging
- Electrical work and commissioning
- Confined space entry
- Lockout/Tagout (LOTO)
- Provide on-site HSE support during:
- Client audits
- Regulatory inspections
- Critical project activities
Environmental Compliance (Field Operations)
- Support implementation of environmental controls at project sites, including:
- Spill prevention and response
- Waste management and handling
- Protection of surrounding environment during construction
- Ensure compliance with applicable environmental regulations and project-specific requirements.
- Assist with environmental documentation and reporting requirements associated with field activities, aligned with broader regulatory programs (e.g., waste management and reporting practices).
Incident Investigation & Reporting
- Participate in incident investigations, including:
- Data collection and fact finding
- Root cause analysis
- Development of corrective and preventive actions
- Support tracking and closure of corrective actions.
- Maintain accurate records and reporting of incidents and observations.
Training, Communication & Culture
- Deliver and support:
- HSE Campaigns
- Site orientations
- Toolbox talks and safety meetings
- Task-specific training for employees and contractors
- Promote key HSE behaviors and programs such as:
- Stop Work Authority
- Behavioral-based safety, risk tolerance, hazard recognition, and stop-work authority
- Reinforce HSE expectations with field supervisors and workforce.
Coordination & Stakeholder Support
- Act as a liaison between:
- Site supervisors and project teams
- HSE Manager and corporate HSE functions
- Clients and contractors
- Support preparation of HSE documentation required by clients and project specifications.
Continuous Improvement
- Identify opportunities to improve HSE performance, efficiency, and compliance.
- Support initiatives to enhance safety culture and reduce incidents.
- Contribute to lessons learned and sharing of best practices across projects.
Requirements:
Education & Certifications
- Associate or Bachelor’s degree in Occupational Safety, Environmental Science, Engineering, or related field preferred
- Preferred certifications:
- CHST (Construction Health & Safety Technician)
- ASP or equivalent
- OSHA 500 (OSHA Outreach Instructor)
Experience
- Minimum 3–7 years of HSE experience in:
- Construction, commissioning, heavy-industrial or energy sector environments
- Experience supporting multi-site or project-based HSE programs preferred
Technical Knowledge
- Strong working knowledge of:
- OSHA construction standards
- Site-specific safety planning (SSMPs, JSAs, etc.)
- Working understanding of:
- Environmental compliance in construction environments (waste handling, spill control)
- Familiarity with industrial and project-based HSE risks and controls
Leadership & Competencies
- Strong communication and interpersonal skills with frontline workforce
- Ability to influence safe behaviors and enforce compliance standards
- Proactive, hands-on approach in dynamic field environments
- Strong organizational and problem-solving skills
