Site HSE Manager (m/f/d) - Caculo Cabaça Project

The Site HSE Manager will be responsible for ensuring the development, implementation and ongoing management of all health, safety, and environmental (HSE) systems and policies at the Caculo Cabaça construction site under consideration of relevant regulations, contract requirements, construction schedule and budgetary targets of the project. This role is critical to ensuring compliance with local and international HSE standards, regulations and project-specific safety objectives, including risk mitigation for the project's electrical, mechanical, and structural components. The HSE Manager will work closely with Voith's project team, local staff, subcontractors and clients to create a safe and sustainable working environment. The role requires fluency in both Portuguese and English and will report to the Project Manager HSE & Security.

 

Your tasks

  • Monitor and enforce Voith Hydro life saving rules, ensuring all staff adhere to safety protocols at all times.
  • Ensure full compliance with Angolan and international HSE regulations and industry best practices as well as contractual and company requirements.
  • Ensure that all team members follow these safety protocols and participate in hazard identification and incident reporting processes to promote a culture of safety awareness on-site. 
  • Lead investigations of unsafe acts, unsafe conditions and near misses, ensuring proper corrective actions and preventive measures are taken.
  • Collaborate with the site production team to ensure all safety procedures are in place before work activities begin, including heavy lifting operations, proactively addressing bottlenecks.
  • Coordinate with local authorities and healthcare providers for handling workplace injuries and ensure compliance with local safety regulations.
  • Maintain safety communication channels between contractors, Voith staff and the client to ensure consistent safety standards across the project.
  • Ensure risk assessments are conducted for critical tasks and high-risk activities, updating them as required.
  • Conduct regular safety audits and inspections and report findings to project leadership, including recommendations for improvement.
  • Proactively identify HSE risks associated with the site activities (construction, commissioning, erection… etc.) and work with project teams to implement solutions.
  • Provide HSE performance reports, including trends on near misses, accidents and compliance with safety measures.
  • Report on HSE performance to internal stakeholders and the client, tracking key performance indicators (KPIs) and identifying opportunities for improvement.
  • Organize and lead HSE workshops, training, safety meetings and toolbox talks for staff, promoting a strong safety culture and continuous improvement.
  • Oversee hazardous materials management, ensuring safe handling, storage and disposal per project and regulatory requirements.
  • Liaise with contractors to ensure they are compliant with the project’s HSE policies and actively participating in safety programs.
  • Review HSE plans for high-risk activities such as confined space entry, heavy lifts and chemical handling.
  • Advise on a range of specialist areas, e.g., fire regulations, hazardous substances, noise, safeguarding machinery and occupational diseases and advise on the safe disposal of hazardous substances.

 

Your profile

  • Bachelor’s degree in Engineering with focus on health & safety, Environmental, or a related field.
  • NEBOSH International General Certificate (IGC) or equivalent is mandatory.
  • IOSH Managing Safely or equivalent certification is required.
  • Additional HSE qualifications and certifications relevant to Angola and international HSE standards (ISO 45001, ISO 14001).
  • Minimum of 8 years of experience in HSE management within large-scale construction projects, ideally in the hydroelectric, infrastructure, or energy sectors.
  • Demonstrated ability to manage HSE programs in complex environments with diverse teams.
  • Thorough knowledge of Angolan HSE regulations and international HSE best practices.
  • Experience in leading safety programs, accident investigations and risk assessments.
  • Strong leadership and team management skills with the ability to drive safety culture on-site.
  • Proficient in HSE reporting, auditing, and compliance monitoring.
  • Fluency in Portuguese and English spoken and written.
  • Excellent communication and interpersonal skills to engage with local and international stakeholders.
  • High level of organizational skills with attention to detail in managing HSE documentation and processes.
  • Capable of working under pressure, meeting tight deadlines and driving HSE performance improvements.
  • Willingness to be based on-site in Angola with occasional travel as needed.
  • Ability to work in a dynamic environment with multiple contractors and clients.
