HSE Technician (masc./ fem) - Caculo Cabaça Project

As a Site HSE Technician, you will play a key role in supporting the implementation, monitoring, and continuous improvement of Health, Safety, and Environmental (HSE) practices at the Caculo Cabaça construction site. You will work closely with the Site HSE Manager and other stakeholders to ensure compliance with local and international safety standards, minimize risks, and promote a strong safety culture across the site.

Your Tasks

  • Supporting the implementation of Voith Hydro Life Saving Rules and ensuring compliance with safety protocols.
  • Conducting routine inspections and monitoring work activities to ensure adherence to HSE requirements.
  • Participating in hazard identification, risk assessment, and incident investigations.
  • Assisting the Site HSE Manager in enforcing compliance with Angolan and international HSE regulations.
  • Coordinating and delivering Toolbox Talks, safety briefings, and HSE training sessions.
  • Investigating unsafe acts, conditions, and incidents, and supporting corrective actions.
  • Liaising with contractors to verify compliance with project HSE requirements.
  • Supporting risk assessments for critical and high-risk activities.
  • Maintaining clear communication on safety matters between contractors, Voith staff, and stakeholders.
  • Conducting safety inspections and reporting findings with improvement recommendations.
  • Assisting in maintaining HSE documentation and performance records.
  • Ensuring safe handling, storage, and disposal of hazardous materials.
  • Promoting a proactive safety culture and continuous improvement.

 

Your Profile

  • Technical degree or diploma in Health & Safety, Environmental, Engineering, or related field.
  • NEBOSH IGC or equivalent preferred.
  • IOSH Working Safely or similar certification is a plus.
  • Knowledge of Angolan HSE regulations and international standards (ISO 45001, ISO 14001).
  • 3–5 years of experience in HSE roles on construction sites, ideally in hydroelectric or infrastructure projects.
  • Solid understanding of HSE regulations and best practices in Angola.
  • Experience in inspections, risk assessments, and safety briefings.
  • Strong communication and interpersonal skills.
  • Proficiency in Portuguese; basic English understanding is beneficial.
  • Willingness to be based on-site in Angola with occasional travel as needed.
  • Ability to work in a dynamic environment with multiple contractors and clients.
  • Preference will be given to Angolan nationals or residence card holders in accordance with local employment regulations.
